Community Gathering on the role of local elites and influential people in development of social and cultural programmes
On Tuesday 8 of December 2009, a community gathering was held on the role of local elites and influential people in development of social and cultural programs in one of the communities of District 10 of Tehran Municipality (Teimouri-Soleimani) . The meeting was facilitated by Parvin Pakzadmanesh (a very professional community-based facilitator). Municipality authorities, people from the community, in particular local elite and influential persons attended the meeting. Participants talked about the future of the community, its vision, the existing needs to be addressed. The gathering was important since the idea of data collection is oriented towards an action within the community.

Meeting on Thursday, 19 November 2009, Tehran, Municipality of District 10
A meeting was held on 19 November 2009 in the gathering hall of the District 10 Municipality Office for Social and Cultural Affairs (located in Shahid Sobhani street) in Tehran from 9:30 a.m. to 13:30 p.m. The meeting was organized by Dr Kabiri, head of the Social and Cultural Section of the Municipality of District 10, with an aim to start a series of empowering meetings on data collection using two methodologies of the Participatory Action Learning and the Participatory Action Research, with participation of two local groups (one from District 10) and the other (Naghsh-e Klick) who in involved in community-based data collection in certain other districts, Ms Mossanejad (from the Department for Research and Studies of the Tehran Municipality) and two other consultants (Saeid Nouri Neshat - author of the present weblog, and Ms Parvin Pakzadmanesh). The meeting was mostly a planning meeting to create a research team in a way that all participants in the team learn from each other, while any member contribute to the final outputs (writing papers, offering various presentations, creating patterns of community-based data collection, etc.).
The meeting started on how to write down a CV. Mr Nouri Neshat explained about how to write down a CV, and talked about various models. It was decided by the participants that all the team members send their CVs to Ms Mossanejad's email before next Sunday.
Then the participants introduced themselves, with a emphasis on everybody's talents and potentials.
Ms Hadifar talked about their problems in data collection and referred to a series of problems that they encountered in their work. Mr Nouri Neshat also talked about certain possible solutions (proposing various techniques of participation), however it was decided a training workshop can be organized on community-based data collection.
Some of the problems that were mentioned by Ms Hadifar were as follow:
- lack of awareness raising by the Municipality on data collection in the related communities
- lack of cooperation of the Society of Parents and Teachers
- members of local councils do not introduce people of influence or the trustees
During the next part of the meeting, a common vision and certain regulations were developed.
The vision of the team was designed as follows:
In 2012, through outlining cultural and social situation of each and every community in Tehran, the directors and people together have access to updated baseline (basic information) for any possible decision-making. The intersectional collaboration has been promoted; people have more access to local sources in communities, and their participation has been increased in community-based planning and management. Social justice is a fact, and people's problems are being easily resolved. In this way, communities in Tehran are standardized (in having access to opportunities and facilitates), happy, calm and dynamic, and people are informed about their citizenship rights and duties.
In that year, we are a professional learning team involved in community-based qualitative research (Participatory Action Research), and we have been able to produce certain patterns of community-based resources and stakeholders to be used at local, national or international levels.
The following regulations that have to be observed by all team members, were:
- Let's dream in a way that we are alive for ever, and Let's act in a way that we are dying today
- Each session ends with "lessons learnt".
- Let's be friend with each other and help individual achievement and group work
- Let's be like a family and talk with all possible respect
- Let's talk about our personal problems and sufferings in the group
- Let's trust each other and strengthen this spirit
- Let's have our meetings in order, be serious while be kind to each other
- Let's be positive
- Each time we have meeting, the next meeting has to be fixed (time and venue)
- Let's be serious about our obligations
- Let's feel responsible towards our words and actions
- Let's remember that any failure is the start of a future victory
- Let's remind ourselves our goals and objectives
- Let's accept criticisms
Of course, the above list of regulations are proposed (only a draft) and has to be accepted by all the team members.
The reporter was Ms Akram (Assal) Hadifar (she wrote down the report of the meeting). Ms Parvin Pakzadmanesh accepted to build a blog in Persian and writes down a report of the meeting in that blog. Mr Nouri Neshat (author of the present weblog) accepted to create a blog in English. Mr Mossali accepted to follow up all the decisions taken.
